The Francophone Minority Communities Student Pilot (FMCSP) is a Canadian study permit pathway for eligible French-speaking international students who wish to study at participating Designated Learning Institutions (DLIs) located in Francophone communities outside Quebec.

The program aims to:

  • Increase the number of French-speaking international students

Who Can Apply?

To qualify for the FMCSP, applicants must meet several eligibility requirements.

You must:

  • Be a citizen of an eligible country
  • Receive an acceptance letter from a participating Designated Learning Institution (DLI)
  • Demonstrate French-language proficiency of NCLC Level 5 or higher
  • Show sufficient financial resources to cover tuition fees and living expenses
  • Submit your application from outside Canada

Depending on your situation, IRCC may also request:

  • A medical examination
  • Police clearance certificates

Study Program Requirements

Not every program qualifies under the FMCSP.

Your study program must:

  • Be a post-secondary program
  • Be full-time
  • Have a duration of at least two years
  • Lead to a degree or diploma
  • Deliver at least 50% of instruction in French

Additionally, your Letter of Acceptance (LOA) from the participating institution must clearly indicate that your admission falls under the Francophone Minority Communities Student Pilot (FMCSP).

Can You Bring Your Family?

One of the advantages of the FMCSP is that eligible family members may also be able to accompany you to Canada.

Depending on their eligibility, your:

  • Spouse or common-law partner
  • Dependent children

may apply for:

  • A visitor visa
  • A study permit
  • An open work permit

Family members must generally submit their applications through their own IRCC secure accounts and provide proof of your FMCSP application.

  • You must be living outside Canada when you submit your application.
  • IRCC may request additional documentation during processing.
  • Providing additional documents may increase processing times.
