Employment Offer
The SINP International Skilled Worker Category offers Employment Offer sub-category for skilled workers who have secured a permanent, full-time job offer in Saskatchewan. This pathway facilitates obtaining Canadian permanent residency for individuals whose skills and experience align with the province's labor market needs.
Eligibility
To qualify for this category, applicants must –
- Job Offer –
Possess a permanent, full-time job offer from a Saskatchewan employer registered with the SINP.
The position should be in an occupation classified under NOC 0, 1, 2, or 3 or in a designated trade in Saskatchewan. - Work Experience-
Have at least one year of paid work experience in the past ten years. - Education & Training –
Have completed post-secondary education, training, or apprenticeship comparable to the Canadian education system, resulting in a diploma, certificate, or degree. - Points Assesment-
Achieve a minimum of 60 out of 100 on the SINP Point assessment grid, which evaluates factors such as education, skilled work experience, language proficiency and age. - Language Proficiency-
Demonstrate language proficiency with a minimum CLB level of 4. - Licensing (if applicable)-
Obtain the necessary Saskatchewan licensure if the intended occupation is in a regulated profession or a compulsory apprenticeship trade.
Disclaimer – As of February 19, 2025, the Saskatchewan Immigrant Nominee Program (SINP) has temporarily paused the acceptance of new Job Approval Forms. This pause is expected to last several weeks as the SINP reviews current applications and implements necessary program changes.
Occupation In-Demand
The Saskatchewan Immigrant Nominee Program (SINP) International Skilled Worker: Occupation In-Demand stream is tailored for skilled professionals possessing expertise in high-demand occupations within Saskatchewan, even without a current job offer.
Eligibility
To qualify for this stream, applicants must meet the following requirements:
- Points Assessment Grid: Achieve a minimum of 60 out of 110 points on the SINP Points Assessment Grid, which evaluates factors such as education, work experience, language proficiency, age, and connections to the Saskatchewan labor market.
- Language Proficiency: Demonstrate language skills of at least Canadian Language Benchmark (CLB) level 4.
- Education and Training: Possess a post-secondary education credential equivalent to at least a Canadian one-year diploma or higher.
- Work Experience: Have a minimum of one year of full-time, paid work experience in the past ten years in a skilled occupation (TEER 0, 1, 2, or 3) that aligns with your field of education and is in demand in Saskatchewan at the time of application.
- Professional Status or Licensure: Obtain the necessary licensure or professional certification if your intended occupation is regulated in Saskatchewan.
- Settlement Funds and Plan: Provide proof of sufficient settlement funds and a comprehensive settlement plan to support your establishment in Saskatchewan.
Saskatchewan Express Entry
The Saskatchewan Immigrant Nominee Program (SINP) International Skilled Worker: Saskatchewan Express Entry stream is designed for skilled professionals in the federal Express Entry pool who meet specific criteria set by Saskatchewan.
Eligibility
To qualify for this stream, applicants must fulfill the following requirements:
- Express Entry Profile: Possess a valid Express Entry Profile Number and Job Seeker Validation Code.
- Points Assessment: Achieve a minimum of 60 out of 110 points on the SINP Points Assessment Grid, which evaluates factors such as education, skilled work experience, language proficiency, age, and connections to the Saskatchewan labor market.
- Language Proficiency: Provide language test results that meet the federal Express Entry language requirements.
- Education and Training: Have completed at least one year of post-secondary education or training comparable to the Canadian education system, resulting in a diploma, certificate, or degree.
- Work Experience: Possess relevant work experience in a high-skilled occupation (NOC TEER 0, 1, 2, or 3) that is not on the SINP Excluded Occupation List.
- Professional Licensure: Obtain proof of eligibility for Saskatchewan licensure if your occupation is regulated in the province and requires mandatory certification or licensing.
The Saskatchewan Experience Category under the Saskatchewan Immigrant Nominee Program (SINP) is designed for foreign nationals who are currently living and working in Saskatchewan on a valid work permit and wish to obtain permanent residency. This category recognizes the contributions of individuals already integrated into the province’s workforce and offers a streamlined pathway to continue their lives in Saskatchewan.
Skilled Worker with Existing Work Permit
The Saskatchewan Immigrant Nominee Program (SINP) offers the Skilled Worker with Existing Work Permit sub-category under the Saskatchewan Experience Category. This pathway is designed for individuals who have been employed in Saskatchewan for at least six months on a valid work permit and have received a permanent, full-time job offer from their current employer.
Eligibility
- Current Employment: Hold a valid work permit and have been employed by a Saskatchewan employer for a minimum of six consecutive months (at least 780 hours) in a full-time capacity (30 hours per week or more).
- Job Offer: Secure a permanent, full-time job offer from the same employer. The position must fall under the National Occupational Classification (NOC) TEER levels 0, 1, 2, or 3, or be in a designated trade.
- SINP Job Approval Letter: Obtain a valid SINP Job Approval Letter. Employers are required to register with the SINP to acquire this letter, which confirms the approval of the job offer.
- Language Proficiency: Achieve a minimum Canadian Language Benchmark (CLB) score of 4 if the job offer is in a TEER 4 or 5 occupation.
- Licensure (if applicable): For regulated occupations, demonstrate eligibility for Saskatchewan licensure.
Agricultural Talent Pathway
The Agriculture Talent Pathway under the Saskatchewan Immigrant Nominee Program (SINP) is designed for individuals with experience in the agricultural sector who have secured a permanent, full-time job offer from a Saskatchewan employer in an eligible agricultural occupation.
Eligibility
To qualify for this pathway, applicants must meet the following requirements:
- Job Offer: Possess a permanent, full-time job offer from a Saskatchewan employer in one of the following National Occupational Classification (NOC) codes:NOC 75101 – Material handlers
NOC 84120 – Specialized livestock workers and farm machinery operators
NOC 85100 – Livestock labourers
NOC 85101 – Harvesting labourers
NOC 85103 – Nursery and greenhouse labourers
NOC 94140 – Process control and machine operators, food and beverage processing
NOC 94141 – Industrial butchers and meat cutters, poultry preparers, and related workers
NOC 94143 – Testers and graders, food and beverage processing
The job offer must be supported by a valid SINP Job Approval Letter, which the employer must obtain by registering with the SINP. - Work Experience: Demonstrate at least one year of full-time work experience in the past three years in the occupation related to the job offer, or have six months of full-time work experience with the employer providing the job offer.
- Language Proficiency: Achieve a minimum Canadian Language Benchmark (CLB) score of 4.
- Education: Have completed secondary school or higher.
- Residency Intention: Intend to live and work in Saskatchewan.
Students
The Saskatchewan Immigrant Nominee Program (SINP) – Students sub-category is designed for individuals who have graduated from a recognized post-secondary institution in Canada and have gained work experience in Saskatchewan.
Eligibility
- Education: Graduated from a recognized post-secondary institution in Canada with a certificate, diploma, or degree.
- Work Experience: For graduates from institutions in Saskatchewan:
a.Worked for a minimum of six months (or 780 hours) of paid employment in Saskatchewan.
b.Currently hold a valid post-graduation work permit or Open Work Permit issued under the Canada-Ukraine Authorization for Emergency Travel (CUAET) from Immigration, Refugees and Citizenship Canada (IRCC).
c.Worked after graduation with a post-graduation work permit for at least six consecutive months. - Job Offer: Have a permanent, full-time job offer in your field of study from an approved Saskatchewan employer. The job should be in a NOC level 0, 1, 2, or 3 or in related field of study.
- SINP Job Approval Letter: Have a valid SINP Job Approval Letter. Employers must register with the SINP and obtain the Job Approval Letter. They will then provide the Job Approval Letter to you if you meet their hiring qualifications.
- Language Proficiency: Have a minimum language score of Canadian Language Benchmark (CLB) 4 if your job offer is in a designated trade occupation NOC TEER level “4” or “5”.

Entrepreneur Sub-Category
The Entrepreneur Sub-Category under the Saskatchewan Immigrant Nominee Program (SINP) is designed for individuals aiming to establish, acquire, or partner in a business within Saskatchewan. This pathway enables entrepreneurs and their families to settle in the province by actively managing a business that contributes to the local economy.
Eligibility
To qualify for the Entrepreneur Sub-Category, applicants must:
- Net Worth: Possess a minimum verifiable net worth of $500,000 CAD, legally acquired and verified by a Ministry-approved professional third party.
- Entrepreneurial Experience: Have at least three years of relevant business management or entrepreneurial experience within the past ten years.
- Investment: Commit to investing a minimum of:
a.$300,000 CAD in Regina or Saskatoon; or
b.$200,000 CAD in any other Saskatchewan community. - Business Establishment: Propose a business plan that aligns with the SINP’s eligible sectors and demonstrates potential for economic benefit to the province.
- Job Creation: For new businesses in Regina or Saskatoon, create or maintain at least two jobs for Canadian citizens or permanent residents in Saskatchewan (excluding relatives).
Farm Owner and Operator Sub-Category

What if the points claimed in my EOI are inaccurate?
If an applicant is found to have completed the EOI profile and self-assessment fraudulently, they will be refused and prohibited from reapplying to the SINP for two years. If an authentic mistake was made, the application will not be processed and will be returned, allowing the applicant to resubmit a new EOI profile.
